Private amendments to public land

New local resident has planted small trees and metal borders on the grass verge public highway outside their house to stop people parking. This is a road of houses with very few private driveways. Cars are required to park on the verges due to this. We live in a terraced house just as the road opens up for on-street parking. With neighbours further up the road now starting to stop verge parking, This is pushing people down the road to park which in turn is stopping any of us being able to park outside our homes. This is an already very busy road and the problem is being made worse. As far as I am aware a grass verge is public land due to being a highway.
