Blocked culvert under the road

Sent to Northamptonshire Highways 5 minutes later. ref: 1605066.
The Avenue at the Mill in Flore regularly floods, but some progress has been made with this. The old barn near the river has been sold and the new owner is turning it into a home. He has now cleared the island blockage so that flood risk is reduced. However flooding occurs due to overflow from the side of the Mill. This should flow away through a brick culvert that runs under the road, but I think it is blocked. Can Highways have a look at this please.

Thank you for contacting us. We have inspected the culvert and note that the new owner of the barn has complied with his duties as riparian owner and cleared the upstream watercourse which has greatly helped the flow through the culvert. Downstream of the culvert, the watercourse widens considerably and this has the effect of slowing down the flow of water, allowing any sediment to drop. For the culvert to work the downstream end should be cleared to allow the water to flow by the landowner. We will continue to monitor the silt levels within the culvert.
