Land Owner extended Kerb Dangerously

The land owner of the adjacent property has recently placed a large wooden sleeper as a kerb where normally there is a grass bank. This is a relatively narrow lane in the village and vehicles often need to use the bank, so this addition could cause damage to a vehicle. Also raises the issue of ownership of the land which presumably belongs to highways.
