Two trees planted in footpath corner Church Street/ High Street Irthlingborough

There are several trees planted in the footpath on the corner Church Street/High Street in front of the Town Car Park. Two of these trees have large amounts of growth at the bottom which is infringing on the footpath but also stunting the growth of the trees and affecting their appearance. The other trees in the group which are not sprouting from the base are growing bigger, stronger and are much healthier. Can the base growth be trimmed to preserve the trees and clear the footpath
