Passage blocked by vegitation and pile of manure

Right of Way UK9 is blocked from the entrance from the A6 by vegetation and a gateway along the footpath has been blocked by a 7ft high pile of manure. The manure is often spread over the path. Row goes from Bedford Road to Avenue Road, Rushden.

The pathways are still blocked and have been now for most of the summer,Still none the wiser as to when or if they will be cleared for public access. What is the annual Rights of Way mowing Programme and how is it relevant to this neglect of a major footpath which is STILL inaccessicible to the local community. Thank you Nicky
