Resident has placed large stones, which is a tripping hazard, especailly in the dark

Resident of no.6 has previously had orange netting installed on the public footpath/verge to prevent vehicles parking. Whilst annoying, they did not really create a hazard. He has now removed them and placed large rocks on the grass, which could damage vehicles or present a tripping hazard. This was done on 29/06/19. Having spoken to him, he did it because he wasn't concerned about the hazard. I am worried that, as a busy pedestrian route, someone may trip and hurt themselves on these stones.
