Overgrown footpaths due to over hanging stingers

The footpath from the hedges entrance up to Ferrers school on the greenway is so over hanging with stinging nettles. If I walk with the dog you can’t walk past each other someone has to stand still in a wider part to be able to get through without being stung. The dog bin along top of track (near Ferrers School entrance) is so covered by stingers most people are just throwing on floor cause you get stung trying to put it in. Both bins are covered with stingers and foliage. Why is this constantly being left especially as it is a walkway for school children and after the attack on the school girl this track should be maintained regularly, this is not my 1st report over the past years I am constantly reporting it cause it’s left to get so overgrown. Please tell me why it is left constantly and not cut regularly like the grass is cut.
