Patched area following burst water main is rough/high

Hi,
Is the patched area following the burst water main on Mereway temporary? I ask as it is rough (like a washboard) and high (there is a noticeable drop off the patch onto the original road). If it's the permanent fix then it's not to the standard I'd expect.
