Huge overhanging tree on NCC land adjacent to my property

Sent to Northamptonshire Highways 6 minutes later. ref: 1705211.
This HUGE Ash Tree seriously overhangs my vegetable garden preventing light and rainfall. The problem has escalated with time. Serious pruning or felling is required. The tree is approximately 50 meters from Alberta Close on the North Western edge of the now derelict site of Maple House Care Home.

Your response mystifies me. " All trees are the responsibility of Corby Borough Council" Therefore if my neighbour complains about a tree on my property I can make the same comment? Also, if the said tree blows down and creates damage to my house I will need to sue Corby BC? I can imagine their reply! NCC owns the derelict land on which this tree stands. Please rethink and advise.
