Drop kerb

A new house has been built at the bottom of the grove in Moulton just behind the Artichoke pub. Instead of getting their kerb dropped to drive onto their new property they have filled the gap with a large amount of tarmac. When driving by this you either have to damage your tyres going over it or swerve onto the other side of the road. I’m sure if a motorbike or pushbike were to hit this in the dark it could cause serious injury. It is also damaging the front of cars when hitting this. Every body else in the street has applied for and paid to have their kerb dropped for access. Please can you advise if what they have done is legal, if not what can be done about this dangerous piece of road. Regards Linzi Hogben
