Traffic lights no longer change upon demand.

I've noticed recently that the traffic lights on Mereway Tesco roundabout no longer change upon demand at off peak times, particularly post 10pm. It's now normal to just sit and wait for a couple of minutes watching no cars coming past and add extra journey time and unnecessary pollution to the area. The cars waiting outbound from Towcester Road on the roundabout are often fouling cars travelling into Mereway. Can you put them back to how they were, please?
