Overgrown weeping willow tree completely blocking the pathway

Left hand side of nichols street going towards the co-op at the blind bend. overgrown weeping willow tree completely blocking the pathway, pedestrians have to walk on the road. it appears to be in the back garden of the end house number 45. it has been getting progressively worse since early spring. the tree is just round a blind bed and due to parked vehicles both sides of traffic have to use this side of the road, it is a dangerous road anyway due to the parked cars and traffic has a tendency to speed to get through it as soon as possible. there is also another pavement blockage further up the same side of the street at an empty house towards the main road... overgrown brambles which are extremely dangerous to children in pushchairs. this is made worse by cars parking on the pavement reducing the space further. I am hard of hearing so would rather not have to walk on the road and I fear for the mothers and children, an accident waiting to happen. you must either do something about the parking or make the road one way, it is extremely dangerous and a bus route
