Isn’t there a Coroner’s instruction to keep this highway cleansed and safe⁉️ Thus a delay isn’t legal?

Reported in August, update says work will be completed in November. Though it looks like gullies further down the road have been cleared, this report has not been closed and still shows as being in progress? If the road has been cleared the gullies have started to become blocked again and need to be cleared more frequently.
