Rotten tree that is in danger of falling in high winds either onto the road or onto our property (3 Regent Way)

The tree has been covered in ivy as are others adjacent to our property. My husband killed the ivy in an effort to stop it killing the trees but this one is so badly rotten that it needs to be felled before it causes damage to the road, our property or the power cables that run directly above the tree. The other trees adjacent to our property also need topping because they are restricting light into our garden
