Road surface ruptured (in middle of recent utilities repair)

Road surface has ruptured and the 'blister' is standing several inches above the surrounding carriageway surface. Possibly a sub-surface burst? No evidence of fluid leakage. A danger to cyclists and potential to damage other road vehicles.
