Very overgrown tree

There is a very large tree on the school land at the back of number 4 Chiltern close. The tree is an evergreen and the school say they dont have the budget to arrange to get it cut back or chopped down. The tree is currently shedding its dead needles and we have filled 4 brown garden waste bins with debris so far and would like the tree to be cut back if possible. We have concerns that when the wind is high the branches may break off and cause damage our property. We also have grandchildren that could get hurt if part of the tree was to break off whilst they were in the garden
