Over grown bushes and trees overhanging a path

Sent to Northamptonshire Highways 2 minutes later. ref: 1758393.
The bushes and shrubs have overgrown onto the path and the footpath making it dangerous to as it is at childrens eye high. The other grown bushes forces you to walk on the road, this is dangerous and a health and safety risk. I can not find the owner to ask for it to be cleared. The owner is not 12 Compton street is the owner before last who split the land and applied for planning permission to build a garage.

The vegetation is not the responsibility/ownership of NCC,a letter has been sent to landowner to cut their vegetation back from highway
