Overgrown hedgerow/vegetation on entering Abbots Way overgrowing courtyard to block of flats

Overgrown vegetation, when you enter into the road the hedgerow/vegetation is over growing the courtyard to a block of flats, it is overhanging spaces so cars can no longer park there, it is also overgrowing roughly 10 properties and their gardens. Caller advised this was cut back 4 years ago and they were informed this was by NCC.
