Dangerously covered over redundant drain on public verge

There is an old redundant drain in the grass verge next to the footpath and there is a large hole about 18 inches deep completely obsured by the long grass. The location is in the grass verge next to the footpath half way between The Long Stonehouse and Fair Rising. The verge is only cut about twice a year by the council and has now grown about 12 inches high and fallen over now hiding the hole. This is extremely dangerous as this footpath is part of The Jurassic Way and has large numbers of young and old walkers using this is famous walk everyday. Someone is going to fall down this hole injurying themselves and probably end up suing the council. I have lived in the village for over 20 years and this drain has never worked or been used as it is about 6 inches above the road level, the camber of the road forces the water onto the opposite side of the road so would never work even if the entrance was cleared. Also Northamptonshire Council Highways surveyed this drain with a camera about 5 to 6 years ago and found it is totally blocked about 4-5 feet beyond the iron grate. A water test has also been don on it and the water does not flow away. This redundant drain should be filled in immediately before a walker, child or elderly person is seriously injured, also if a vehicle drove over the hole, as it cannot be seen, it would be very badly damaged.

I notice that the contractor has now put a barricade around the drain. What is the next plan of action as this must be only temporary solution
