This drain does not take in water - water overflows from it

Sent to Northamptonshire County Council 4 minutes later. ref: 1782853.

The photo (taken Thursday pm - 26/9) shows the drain full of water, despite there not having been any rainfall for several hours. The heavy rainfall two days previously caused it to overflow, and it was still issuing water sometime after the rainfall had ceased. This is a long-standing issue with this particular drain which will not be solved just by it being dug out. Please can this problem be addressed before the winter. There is a danger that sheets of ice will form across the neighbouring carriageway, which slopes significantly at this point.
