Parking too close to junction and over verge blocking pavement.
Reported in the Obstruction (Not Vegetation) category anonymously at 10:32, Tue 8 October 2019
Sent to Northamptonshire Highways 3 minutes later. ref: 1795815.
All these cars regularly park here in Harvey road. The one on the right is always over the verge and blocking the path. The car nearest has not moved for six months and has no MOT, it has been reported to elvis. The cars nearer the junction cause problems because obstructing views for turning left or right intò Henshaw road and the red mini always parks right opposite the junction. This parking can be worse especially when there is something going on in the nearby park - such as carnival weekend and Christmas holidays.

Thank you for your correspondence to Northamptonshire County Council’s Street Doctor service. Unfortunately in terms of highway law there is very little that can be done to tackle the issues of verge/footway parking. It is not an offence in law to park a motor vehicle, other than a heavy goods vehicle, (HGV), on a verge/footway unless it causes an obstruction or a Traffic Regulation Order, (TRO), or byelaw is in force prohibiting it. Parking on a verge or footway would be a criminal offence if there is clear evidence of willful obstruction or causing a danger or obstruction to persons or property and where it is deemed not possible for drivers to safely manoeuvre, pedestrians to pass unhindered along the footway or that access to public or private property is impeded. This can then involve local police intervention through their Safer Communities Team by calling the non-emergency number 101 or by following the link on the Northamptonshire Police website. In terms of vehicles parking at the junction in order for parking restrictions to be considered please visit the County Councils website using the following link https://www3.northamptonshire.gov.uk/ councilservices/ northamptonshire-highways/ parking/ Pages/ request-for-new-parking-restrictions.aspx to submit an application.
