Drains blocked when road resurfaced

Hi , I would like to understand why all the drains on Clarence ave were blocked / covered when the road was re surfaced. When ever it rains water rushes down the street, which causes large puddles and potentially a problem further down the road, why were the drains all covered? An example is outside 111 Clarence ave.

Thank you for your enquiry a works order has been raised and will be undertaken within the next 28 days to clean the highway drainage.. No highway drainage found to be covered up outside number 11.
