Drain-head trip hazard to public

I'm writing on behalf of my mother Mrs Jean Rockley of 34 Raunds Road, Stanwick. Mum is 86 and widowed but despite her age is still quite active and manages to get out and about. There is a drain on her driveway and the ground around the drain-head has started to collapse and is causing her concern as it is a trip hazard for both her and any visitors such as neighbours, the postman and deliveries. The drain was installed by the highway agency to prevent rain water flowing off the road and flooding her driveway. This was required after the road had been resurfaced and raised by several inches, possibly over a foot. I've attached several photos showing the damage to the ground around the drain-head. The damage has most likely been caused by frozen water as the drain gets blocked and water overflows. Alternatively the ground has been disturbed by a neighbours tree (shown in the photos), or, a combination of the two. The neighbour owning the tree has requested that it be removed on several occasions but this has been refused by the council on the grounds it enhances the village. Either way would it be possible for the council to inspect the drain and come up with a way forward to minimise any trip hazard please? If I have sent this letter to the wrong department would you be able to advise me of the correct email address so this matter can be investigated in a timely manner.
