Blocked Drain Causing Flooding and Stream of Water

Sent to Northamptonshire Highways 3 minutes later. ref: 1832726.
Pen is closest location, drain meets between Main Street and Lower Street. Previously been reported multiple times; 1611461. Marked as repaired. Water running along the road for about 45ft. Very narrow footpath, which is the only route for anybody to get from Great Addington to Little Addington. When walking everyone gets wet, especially children walking to school as the only safe route.

Water really rising up out of drain and flooding the road. Even with no rain this morning the flow was really strong as the underground pipes are linked to a spring which keeps flowing all the time regardless of weather therefore the flooding is continuous.

Flooding is now across whole width of road on both sides of carriageway. Extends down the length of the road for over 35 meters. Fast flowing and 4-6cm deep. Rising out of drain due to blocked underground pipes. Vehicles swerving to avoid flooding, pedestrian path (only safe route for schools) now unusable due to flooding and spray/splashing from cars reaching several meters high and back from road.

This road is still flooded due to multiple blocked drains further up the road. This is a hazard. Footpath is not useable as is extremely wet and slippery due to the green mould. Children unable to walk to school as too wet and dangerous with cars splashing through the flood water.

The pothole shown on previous photos has now increased to 80cm by 30cm by 10 cm deep. This pothole is directly in line with the traffic wheels, especially cycles and motorcycles. The pothole is not visible from any driving position as it is covered by water!. Somebody will be seriously injured here. THIS IS URGENT

This continues to be a problem. The footpath is effectively severed between one part of the village and the other with pedestrians having to take risks to travel through the area. Road users are also affected. This is a school bus route and is also the route to the village paying field. It is totally unacceptable for Northamptonshire Highways to be negligent in this matter. The route is gritted in winter, as there is now a stream of water washing across the road for a distance in excess of 30 meters it means that in low tempretatures all surface grit is washed away and the road surface is liable to freeze across an area of 90-120 square meters. Continues to be a problem. No resolution. Dangerous for drivers and pedestrians. Children from school have to be bussed from one end of village to the playing field as dangerous for children to get to playing field. The underground pipe as collapsed according to engineer sent in September therefore entire section needs to be dug out and replaced.

The hole in the road is now 6 inches deep and 2 feet square. Two cars have had punctures this morning. I have parked my car in the flood waters as someone will be seriously injured soon. I have reported this to the police. I called your office but no one is available. PLEASE can we have a sign or cones as a minimum to prevent serious injury NOW.

Thanks for sending two trucks and two gangs who arrived at 15:00 hours yesterday. They filled in the pothole with ordinary tar/ashphalt. Sadly, within 2 hours, all of it was washed away, so we are back to square one. I have put a cone by the pothole again, and wish to state that this is safer than leaving it open. The council should place some sort of sign around the hole as I will not be held liable should anyone drive over the cone into the hole. If the drain could be fixed the running water will not impede the pothole repair. I am writing again to our councillor and MP. The drain issue is over two years old and a two hour fix is simply a waste of taxpayers money.

The flooding and the large pothole that has opened up is now so bad the road is effectively restricted to single carriageway and the footpath impassable unless pedestrians take a risk. As the flooding and hole are not correctly signed in sufficient time for drivers, vehicles are swerving to avoid the problem across the road and into the path of oncoming vehicles. This flooding - a blocked/collpased drain - which is the responsibility of NCC needs to be fixed urgently before somebody is killed or seriously injured.

Thank you for arranging the sub contractors’ visit yesterday.
Sadly, only partial success was achieved, despite commendable efforts by DrainLine.
They should be reporting that the western side of Lower Street has a collapsed pipe, approximately 2 metres from the old water stop cock in the kerb. This is the same collapsed pipe as reported 2 years ago. There have been two repairs over the last 10 years as can be seen from the patches on the footpath. It seems fairly obvious that the pipe from the road gully to the brook needs replacing. Water is still overflowing as before.
The overflowing spring pipe on the eastern side of Lower Street has a partial blockage where tree roots are suspected as the culprit. This is approximately 2 metres from the drain cover. The contractor advised that this may be cured by a special root shredder inserted into the pipe, or even digging up this small section. The level of water is just below the drain cover, so at least this part of the flooding has ceased.
However, the flooding of water will still not enable the large pot hole to be repaired, as it is still underwater. It looks quite obvious that the road surface around the pothole has also subsided, as water now pools here where it did not two weeks ago. The tarmac has also broken up.
The contractors were quite diligent, spending some 4 hours or so battling to clear the pipes, and using three tanks of water ( some 20,000 gallons) and for that we are all grateful.
The problems still exist, and we would all be grateful to learn of the timing of the permanent repairs.

We note that workmen visited the site last week. However it is unclear whether they are intending to return or not, as the problem is not resolved and the site has been left in a mess, causing problems and danger to drivers and pedestrians alike. Please see attached photos.
1. There is still water flowing along the road. The collapsed pipe work does not appear to have been replaced and/or the blocked drain (see point 3 below) is not helping. When is this problem - first reported in April 2019 - going to be resolved? 2. A large plastic cover has been placed on the ground covering a large hole midway between the last roadside drain and the stream/outflow. The plastic cover should only be used for holes up to 70cm wide (as stated on the panel itself) and is sagging in the middle (and collecting water) - a danger to pedestrians, wheelchairs, prams etc. Tarmac has been placed on either side of the plastic cover, creating a ramp effect. I assume that this is not intended to be permanent and will be replaced by a metal cover or that the whole is to be backfilled and tarmac applied correctly? 3. The workmen have left a large sandbag actually in the original drain beneath the metal work, which is blocking the outlet from the roadside drain into the underground outflow pipe. The drain is full to the top with water and then when it rains water is unable to drain away due to the original blockage/collapsed pipe and now a sandbag left in the drain. I assume that this is not intentional? 4. Mud from the excavated hole has been piled on the edge of the footpath - where is this supposed to go? (Rain has already started to wash this onto the already narrowed footpath and also into the road). 5. Damage to the road, curbing and footpath caused by 12 months of constant water flow has not been repaired as promised in your email of the 7th Jan to Tom Pursglove, MP - " we will also undertake any necessary repairs to the carriage way" - When will this be rectified?
