Footpath blocked by flooding from laybye

Sent to Northamptonshire Highways 8 minutes later. ref: 1836586.
The laybye is flooded, this includes the public footpath that runs through the length of the laybye. This is effectively cutting off the route for pedestrians into and out of Deanshanger.

This area is still flooded thereby forcing pedestrians onto road or uneven grass island. It is a serious and on going hazard for visually or mobility impaired pedestrians. As main pedestrian route in/out of village remedy is urgent and necessary before someone is injured in this area.

The highway is still flooded, it appears someone has dug a channel from the footpath to a ditch running along the school playing field but the level is not lowering, possibly due to the old canal overflow pipe running under the housing estate into the flooded area. I have see a number of vehicles drive into the floods which could cause serious problems to engines, i appreciate drives should look first but there is no warning either! This has been outstanding for far too long now.

I am a resident in Roman View and have contacted REDROW HOMES as the overflow ditch next to homes is full and is a flood risk, they sent a Senior Quality surveyor out to site and I was emailed this update today... Following our Senior QS attending, we have been advised of the following: I noted the balancing pond on site has water raised high near to the top of the head walls before the hydrobrake. The downstream highway ditch which is adjacent to the balancing pond is full also. Downstream of this the highway ditch that runs around the side to the Elizabeth Woodville School field is also full. The ditch around the school field can do with a clearance likewise so can the highway ditch. They both look like they have not been cleared for sometime. The balancing ponds looks to be clear its backing up because it is being held back by the downstream offsite ditches. Once these are clear the pond should clear. The Levels of the plots on site are such Stratford Road is lower than the site and the drainage flow path in an extreme event will have water discharging into Stratford Road and the school field before it backs up to any plots on site. The Highway Street Doctor should be contacted and advised that there diched need cleared. Unfortunately I do not know who is responsible for the ditch around the school field.

The layby is again filling with water. You can see the top of the water moving when all around is still. Does this mean the drain which is supposed to take away the water is now actually feeding the layby? Please advise your plan for resolving this problem and your timeline.

The layby is still blocked on Stratford Road so is the SuDs feature next to housing estate on the other side of the road. Please note with the predicted rainfall this can cause flooding to houses on Greenell Close and Roman View.

The lay-by is completely flooded again today. Also, the roadside drains along the South side of Stratford road, between Elizabeth Woodville and the lay-by are not draining and water is pooling across the carriageway.

How long is that expected to take? This has aleady gone on too long. The flooded layby is a particular risk to pedestrians when the water rises onto the footway; its the sole pedesteian route in and out of the village. As a previously heavy user of this path the hazard has already led to me twisting and ample, and that's without now regularly getting durty/muddy traversing this area.

The water in the ditch in front of Roman View/Northfields Close remains high and the level has not dropped for months. The layby is still also full of water and the surface underneath has clearly crumbled and will need resurfacing (as additional cost to the Council). It is clear this is a down steam blockage which should be relatively straight forward to investigate and resolve. The longer it goes on the more damage will be caused (to the road, vehicles and potentially homes).

The water appears to have evaporated leaving a lot of sludge in the lay-by, the tarmac surface has broken up as forecast which means the area remains unusable. When is this going to be dealt with? Outstanding for three months now, i know there is a lot to deal with at the moment but three months is not acceptable as the repair costs will probably be much more now than if it had been dealt with after the initial report.

Recent storms show thus problem has not been resolved. It is about time positive works were undertaken before the winter month. Regardless of the C19 problems this particular issue should have been addressed much sooner, it is clear that work on the highways has been taking place throughout this year and includes minor local works.

The water level in the lay-bye and the ditch on the other side of the Stratford Road that runs parallel between the highway and houses has not subsided since the most recent floods on 23/12/2020. Clearly there is still an issue which needs urgent repair as more wet weather is forecast and this has been outstanding since November 2019 and no update from the authority in the last four months.
