Deep puddle dangerously obstructing footpath when it rains

For at least the last year or so... Almost whenever it rains more than gentle drizzle, a puddle develops that stretches half way across Caistor Road (at junction of Kirby Road) - and covers the path, meaning that pedestrians need to walk out in the middle of the road or get their feet wet. Cars often come round from Kirby Road into Caistor Road alarmingly fast - and a number of near misses have been witnessed, including one mother holding the hand of her small child and pushing a baby in a pushchair. Another time, a lady in a very slow powered wheelchair was seen in the middle of the road - to avoid the deep puddle - heading towards the T junction. Had a car turned into Caistor Road at the wrong time, a near miss would have been the best that could have been hoped for. Very dangerous indeed. Please can this area be surveyed when it's been raining for an hour or more. Example photo attached, although it was taken an hour or so after the rain had stopped. The South side of Caistor Road can still be seen wet in the photo from where the high water mark had reached, at which point, even the path to the right of the picture is completely submerged. Urgent remedial work required before serious injury or death ensues...
