New bollard required road markings faded

Sent to Northamptonshire Highways 4 minutes later. ref: 1855343.
Cliftonville road is about to be improved in early 2020 to allow better flow of traffic.
But nothing has been recommended to improve the right turn into The Avenue lower entrance from Cliftonville Road.
I can see there is no space to increase width of road in this section which is a bottle neck for upbound traffic at peak times.
The bottle neck is caused by cars turning right into The Avenue from the small centre right turn lane.
Which tonight and on many occasions the centre right turn up lane was blocked by vehicles jumping the single line of traffic going down Cliftonville Rd past the patient queueing vehicles waiting to go ahead as the jumpers rush to turn right into the hospital.
They cannot see the road markings as the queue jumping vehicles start their advance further up the road.
The markings are faded and in the dark impossible to see even when new, and once committed the queue jumpers have nowhere to go no one will let them in.
Would it not be possible as Cliftonville road is about to be upgraded to have a keep left bollard placed in the centre of the road on the down hill side above The Avenue entrance to stop vehicle making two lanes this would a least allow one vehicles to enter The Avenue right turn centre lane and not block the uphill lane till entrance to The Avenue is clear.

Thank you for your enquiry. White lines and road markings are inspected annually, by day and by night, to ensure that there is at least 70% of the line area effective. Any road markings that require refreshing will be included in a specific road marking maintenance programme. Unfortunately it is never possible to guarantee a date or time of the actual lining work, as again this is wholly dependent on the weather, availability of resources/workforce and any unexpected changes in overall Highways operational requirements.

The yellow box junction lines are now faded to allow cars coming up Cliftonville Road access into The Avenue at the lower entrance.
I see more and more cars 7.55 am forming two lanes coming down Cliftonville Road to jump the queue of traffic waiting at the lights to go ahead so they can turn right into ngh.
Cars coming up Cliftonville road block the flow of traffic with horns sounding in disbelief.

Thank you for your enquiry.Often in our haste to get into work or heading home we disregard courtesy and respect for other drivers, especially during ‘rush hour’. It is regrettable that in our hurried up lifestyles, common etiquette is seldom observed and drivers can often unintentionally block other vehicles, as in this case from entering or exiting a road junction. Consequently we do understand the frustration that this can cause with traffic congestion for drivers in trying to negotiate the turning at the peak traffic times.
