Mud on foot path - obstructing mobility access

Sent to Northamptonshire Highways 5 minutes later. ref: 1883609.
The footpath is blocked by a Mud bank unable to get through with wheelchair access only access available to for mobility to get to Middleton Cheney. Logged call previously CSC147231812 caller was advised wasn't south Northamptonshire district council responsibility and they forwarded this issue to Northamptonshire County Council . Caller unable to get over the nearby roundabout as there is no pathway.

The mud bank has now spread across and weeds are now so overgrown that they are encroaching over the path so it is not wide enough for people who are using a mobility scooter, wheelchair or have a pram etc. (the chicane is too tight). This is the only safe way into Middleton Cheney from Oxfordshire, so the fact it is almost blocked means there is no safe path route into Middleton Cheney. There are no paths around the roundabout and the grass is very boggy.
Please remove the bank and cut the weeds back to a minimum width of 85cm (to allow mobility scooters that meet the government guidelines https://www.gov.uk/ mobility-scooters-and-powered-wheelchairs-rules/ rules-for-class-3-invalid-carriages)

This footway is proivately owned and not highway therefore we are unable to take any action to side out the footway.

This is a part of Mansion Hill Road (it was the original western end before the A422 was built and the last bit was diverted to join the roundabout.)
Even if the footpath is privately owned (which seems strange) do you not still own the old highway? (and so can move the mud bank which is on it?)
