Dangerously overgrown bridleway

Sent to Northamptonshire Highways 3 minutes later. ref: 1916853.
This bridleway is nearly inpassable. I had to squeeze my large horse between fence and unkept hedge and caught my boot on the fence which is nearly on the floor. This is potentially very dangerous.
I approached a lady who was tending her horses and was told the owner just says its been like that for a long time so she wont do anything about it. I don't know who owns it.
The first part of the bridleway coming off the field is well maintained.

Thank you for your enquiry. Public Bridleway KM40 was inspected on 6-1-20. The overgrown section of this particular bridleway is on the Rights of Way Annual Clearance Programme. A 3 metre wide section will be cleared through this route with the next 12 weeks.
