Water flowing across road from damaged drain

Sent to Northamptonshire Highways 2 minutes later. ref: 1933892.
This is an ongoing problem with what is a damaged pipe under the road. There was one repair way back at the other side of the road. Clearing the damage to the pipe has been down with weighty vehicles travelling over what used to be a small lane. It is already been reported 1908001 and rejected. However our roadside wall is liable to excessive spray and the entrance damaged. As this is your roadway and entrance it is therefore your resonsibility. If the wall sustains damage this will be a liability for you.

The water across the road has been freezing, causing a dangerous surface on a bend. This problem needs to be sorted out once and for all. Several years ago in 90’s the pipe was repaired on the opposite side of lane, as rusty water is coming up, it is clear the under road pipe has been fractured in some way and when water levels rise, it cannot get away. This is a danger. Please deal with it. Apart from the damage incurred to our wall and entrance.

This problem has now been exacerbated by the cold temperatures, leaving the road like a skating rink...
The flooding of the road is caused by the blockage of a drain/culvert which is supposed to take the overflow of a pond. The Parish council has tried to get the landowner to do something about it, but have been ignored. As this is potentially damaging the road surface, perhaps Highways could bring their weight to bear?

We can see the problem lies under the road, where a previous one was dealt with on the other side of the carriageway. The water overflow is clearly unable to run because the pipe has been damaged under the road by heavy traffic [this was once a very minor access to farm and few cottages]
