Tarmac in path uneven and not sloped towards road, so water from downpipe is not draining away and instead is damaging

Water from the downpipe outside my house is not being carried away into the road anymore, as the tarmac (public) path is now all bumpy and is not sloped towards the road. I've lived here for 4&a half years and it didn't used to be like this, the water did flow away. The ingress of water is eating away a the bottom of the front wall of my house (straight onto path) and potentially causing damp. This is a big worry. There isn't a gully to take water away, which would be better. A house a few doors away also looks to have the same problem. I'm aware I (and my neighbours) have responsibility for upkeep of drainpipes, but not the path which is a public footpath. Please can this issue be looked into and resolved. It is causing me sleepless nights. Thank you
