Illegally place yellow markings

Sent to Northamptonshire Highways 5 minutes later. ref: 1938820.
This is a continuation of the previous report 1790470 refers, which has be closed down and without a satisfactory response.
The response provided in the previous report suggests the yellow markings are a 'warning to assist pedestrians when using the steps' but there are no steps or dropped kerb at this location, and pedestrians are not invited to enter the carriageway at any point. It is an unrestricted kerb line which allows the parking of motor vehicles.
Please confirm who installed the yellow markings and on what basis? Please provide a copy of the TRO making them enforceable if this is what you are claiming.
As previously mentioned, these markings have not been installed by tan official body and have been painted by the resident at number 30 who damages peoples cars if they park in front of them. This is not acceptable.
The yellow markings are not an official sanction, there is no such thing as 'markings to warn pedestrians when using steps' (there aren't in fact any steps there anyway) and they should be removed.
If the council is genuinely worried about pedestrians, then a formal dropped kerb should to be installed with tactile paving.
If this is not resolved it will be raised as a complaint.

Is there any update about this? There are now yellow lines again outside number 30 but all of the others have gone. Can someone please explain if these lines are legit?
