Unsafe vehicles driving with loose hooks

I'm not sure if the vehicle was property of the Northampton Highways, but this morning (8:20 am 4th of February 2020) my colleague was walking behind me on the sidewalk after getting out of bus X7 towards Leicester at bus stop Ferro Fields. When a truck with a hook lift drove so close to the sidewalk, with the hook just dangling (!!!) that it hooked my colleague's coat and ripped it apart. We consider this being lucky!! It could have hooked her actual arm or face and injured her seriously. Whoever was driving it should be ashamed because the truck did not even stop implying that the driver did not even realize what had happened.
