Thorny garden shrub encroaching most of footway

Thorny shrub encroaching beyond garden fence across most of footway. Reaching twigs are scratchy and catch clothing and, in the dark, my eye. Very unpleasant. The length of this garden has encroachment on the highway. It’s been present for months and now a problem especially this plant which is growing by the day. It’s the last house in Haweswater Road and encroachment between Haweswater and the public footpath.

The vegetation is not the responsibility/ownership of NCC, a letter has been sent to landowner to cut their vegetation back from highway
