Ineffective road sweeper

For the second time, in as many weeks, the large street sweeper has come down Lancaster St in Higham Ferrers. On both occasions, the street has been filled with vehicles, so the sweeper could get nowhere near the edge of the street, where the rubbish is. All he did was ride up and down the middle of the street. When the roads in this area were re-surfaced a few months ago, notices were sent to all of the residents, and posted on the street, informing us of the schedule, and requesting that all vehicles be parked elsewhere on the relevant days. Could not this same procedure be used for the sweepers? As a side note, when the roads were re-surfaced, Lancaster Street was left full of grit and rubble which then got tracked into homes. For the most part, it is still there.
