Sunken drain fills with water which is then splashed onto property

Sent to Northamptonshire County Council 2 minutes later. ref: 2022898.

After rain water sits in sunken drain. Vehicles then splash water onto dwelling wall which is damp through to interior plaster. The plasterwork is rotten suggesting it's probably been like it for years. During refurbishment we need to replaster but our damp expert is saying the problem needs to be addressed from the exterior, staring with the puddle.
