3 foot of Raised tarmac and oozing clay pot hole at entrance of house

I have reported this raised tarmac at least 3 times in the last 2 years and every time the case gets closed as completed.
I had a pot hole repaired by street doctor in this location around 3 or 4 years ago and the repair has never been right since, the first problem is it oozes clay when we get heavy rain and it’s hard to avoid not walking the clay into the house due to the area of clay being directly outside the entrance of my house.
The second problem it’s a trip hazzard at the entrance of my house, last year my brother tripped over it, he only suffered minor cuts and bruises however I have elderly neighbours so tripping over could be more catastrophic
My neighbour to the left of my property (from street view) had a minor pot hole repaired recently near the entrance of his drive way which wasn’t reported to street doctor?
I think there may be some confusion with the location of the pot hole/raised tarmac outside the entrance of my house. (Can someone call me about the location of it?)
This is becoming a real problem now, if the council won’t fix it how do I go about getting permission to fix it myself?
The raise in the tarmac and un level path is an accident waiting to happen
