Zebra crossing faded massively

This has got worse. Please can the zebra crossing white markings be repainted at this location? I have asked for this numerous times before and it has been turned down. But it needs to be done. It is such a safety issue. It is a legal entitlement that when a pedestrians steps on the zebra the traffic must stop. Where is the zebra though? It is so faded. Does this make the council responsible is someone is hit and injured?
