Owner of flats painted white line, to stop cars parking

Sent to Northamptonshire County Council less than a minute later. ref: 2131856.

Great park street. Where they have put this white line, is in a street of terraced houses, so there is no parking for anyone. But the person who owns the 2 flats, thinks he has a right to add, private parking for his tenants, never mind about the people who have brought there houses. Surely this isn’t legal, cause if it was, wouldn’t everyone do it outside there homes, that have a dropped kerb. Also before it was flats, around 20 years ago, The property was a shop. There is an old sign also saying no parking. But this relates, to the old shop, but not the present residents. Please could you look into this. Many Thanks
