High street closed and diversion via chapel street is not safe

Where is the traffic regulation order authorising the closure of high Street Titchmarsh. The diversion via Chapel Street is unsafe and I would like to see the assessment that was undertaken to determine the suitability of Chapel Street and a diversion route. The existing signage is not sufficient and it is certainly not safe for large commercial vehicles. Please provide me with a thorough explanation.

Thank you for your recent enquiry in relation to the road closure on High Street, Titchmarsh, which has subsequently been removed. This closure was initially requested by the Emergency Services due to the large house fire and subsequent deposition of a burnt thatched roof that was spread across the carriageway making it unsafe of passing traffic and could not be lifted until such time as the remains of the roof had been removed. A local diversion route was put in place on the assumption that the property owner would arrange for the removal of the aforementioned roof. This removal however did not take place and the closure had to remain in situ for a longer period than anticipated until Northamptonshire Highways were able to clear the thatched roof and receive confirmation, from both East Northants District Council and the property owners own structural engineer that the building was structurally sound and not likely to collapse into the carriageway. We appreciate that the signed diversion route was not ideal however as mentioned above it was not expected to be in place for the duration of time that it was there. As a number of officers from Northamptonshire Highways are currently having to work remotely - and in some cases with limited access to certain systems due to the global pandemic - the engagement with the property owner, District Council and changes to the diversion route were not undertaken within the timely fashion that we would normally aspire to achieve.
