Land owner installed perimeter boundary that is impeding public footpath

I am writing to you to obtain further details as to why the owner/developer of land on the outskirts of Irthlingborough (Wellingborough Road B571 - Ref UE16 in attachment) appears to have blocked/impeded the public footpath that heads NW from B571 (EW/SW of Presland Way) towards Finedon.
I attach pictures from 24/04/2020 (althoguh there presence pre-dates this) and again from 12/06/2020 to show the issue with the plastic 'perimeter boundary' that has been in place for many months now. This barrier makes any public use of this leg of the UE16 route completely impossible (the overgrown hedging doesn't help either!) and effectively cuts off the footpath to/from Wellingborough Road towards the quarry (& onwards to Findeon).
I'd be grateful if this issue could be taken up with the land owner and be rectified at the earliest opportunity. This path forms an important access route between Irthlingborough and Finedon, as well as a provider of access to local green spaces and is currently rendered unusable.
