Metal spike placed into ground to prevent gate opening

A metal spike has been placed into the ground preventing the footpath gate from opening. The gate is a weighted self closing gate which is full operational and the spike is both a trip hazard as well as prevents access through the gate for mobility impaired individuals. The addition of this barrier is therefore in breach of the Equality Act 2010 as it serves no purpose except to restrict accessibility of the right away to those with mobility problems.
