Big problem with a lime tree

Sent to Northamptonshire Highways less than a minute later. ref: 2204238.
The tree has lifted the path, and is damaging my car and my partners, which already has a dent in the roof from a fallen branch. There is a branch hanging from it now that could possibly fall at any time. We have spoken to the Borough Council and they say it is the county councils responsibility, they can only do what they are allowed, but when i tried to report it to you, it refers me to the street doctor which is borough Council. So who can we actually report this to so we can get something done. Every year we are faced with the same problem, sticky glue dropping on cars, ruining paintwork, literally every day having to clean it off. Is there someone willing to take some responsibility for this, would love to get it sorted or even removed.

Thank you for your enquiry, a works order has been raised to repair the footway at this location, to be completed within the next 28 days. In regards to the tree, on inspection it wasn't viewed to be causing a safety issue to users of the highway and we do not carry out tree works because of fruit or sap drop.
