Tree on highway encroaching on resident's land

Branches from tree situated on the highway are invading a resident's garden. It looks as though the rest of the trees in this 'avenue' will soon be following suit. Please can a serious prune be undertaken such that pedestrians can walk along the footpath unhampered and residents can enjoy their gardens. Many thanks for your help.
