Blocked drains causing flooding of highway, footpath and of driveways causing huge pools of water

Sent to Northamptonshire Highways less than a minute later. ref: 2218548.
Due to the land Easthill Close is on, when there is torrential rain, water will run down the High Street, Brackley, into Church Road, that Easthill Close is off, and then all the water runs into Easthill Close and pools by number 6 Easthill Close. Because the drains on Easthill Close especially outside number 6 are blocked, this is causing all the water to build up and pool outside number 6 and is flooding the driveways. This almost caused a toddler to drown when they fell over unsupervised when playing in the flood water, so the drains need to be unblocked in Easthill Close, Church Street and the High Street to prevent the flood water pooling outside number 6 Easthill Close.

I haven't heard anything about this report of flooding and have added pictures of the last heavy rain. I also note that you have stated that my child was unatended at the time of the mentioned insident! If you listen to the phone recording, I did not say that. Alsoin one of the pictures you can see the water exiting the flood and creating flooding of the property at number six Easthill. If you cannot fix the drain then put a speed bumpat the end of the close to stop all the water from coming in here off of higher roadways

I'm very sorry to trouble you with the problem of flooding to my property, but when I went to the Street Doctor site to report it, I found that a neighbour had already reported the issue of the flooding that occurs in the road directly outside my house.
So I am raising the point on my own behalf, so I'll ask you to bear with me while I try to explain the situation the best I can.
I've lived at 6 Easthill Close for nearly 38 years now, and I'm at my wits end to know how to try to get this problem solved.
For years, water has entered the front of my house.
Every time we have torrential rain, water runs down Church Road, and because Easthill Close is a downward sloping road with a dead end, all the water follows the natural course and comes down the road and ends up at a drain outside my house, and it just cannot take the amount of water, because it is not mains connected, but a soakaway as described to me by the Highways Dept many many years ago, when trying to resolve the problem then,- but to no avail, and to be fair to them, they tried lots of different ideas, one of them included putting dye in the water to see where it came out, but the answer was inconclusive.
For my part, I have raised my air bricks by 2 courses and have built a raised step and constructed more drainage channels to cope with the water, but still it cascades down my drive like a fast flowing river, until it reaches steps down to my garden where it forms a vast waterfall.
The house next door has recently changed occupancy, and their little girl fell into the floodwater when she was playing splash, in the water, as children do.
This is a long saga to you, and I hope you can try to help in any way you can, but I realise money and budgets are tight, but even if the drainage issue is not solvable, maybe a raised section of tarmac across the top entrance to the close, or similar, might be a viable idea, just to try to stop the run-off from Church Road, which causes yet another issue, where people drive down the close to turn around, and with their power steering and tyres scuffing up the tarmac, creating more holes for the water to lay in.
My wife and I are in our 70s now, and I've tried my best to sort it over the years, but I'm going to have to admit that I can't do any more, so I turn to yourselves, to see if there is anything at all that you might be able to do.
