Non compliance with own regulations

Sent to Northamptonshire County Council less than a minute later. ref: 2233570.
This is in contravention of Northamptonshire County Council Highways, Transport and Infrastructure Network Management Plan 2013 section 8.4. "Where any road closure is proposed, any businesses directly affected by the order will be consulted."
Road Traffic Regulations Act 1984 Section 3 (1) "a traffic regulation order shall not be made with respect to any road which would have the effect— (a) of preventing at any time access for pedestrians, or (b) of preventing for more than 8 hours in any period of 24 hours access for vehicles of any class"
3 of the days have planned closures in excess of eight hours. Why? The planned alternative route is inadequate as it makes no provision for the fact that the vast majority of the work is being carried out on a one way system

I apologise for the delay in response to your enquiry. The works on Moulton are now completed. Access for residents was maintained at all times throughout the duration of the scheme.
