OVERGROWN VEGITATION ON FOOTPATH NEEDS TO BE CUT BACK - BLIND PERSON WALKING ON FOOTPATH HAD TO WALK IN THE ROAD AS UNABLE TO PASS IN PLACES ON THE FOOTPATH DUE TO BEING OVERGROWN (blind person knocked into road by vegetation)
