Overhanging trees

Sent to Northamptonshire Highways less than a minute later. ref: 2284445.
The trees in front of 27 and 29 Springfield Avenue Thrapston are hanging over the gardens, I have taken advice and apparently the cantilever of the tree dictates the distance of the roots, which must be in our gardens.
There is also a tree near the roadside which has been damaged by the garden waste collection bin Lorry which has a branch hanging down, which when wet scrapes my car and also on risk assessing would be at eye level and could could damage.
