On rd cycle lane ramp not visible due to silt/leaves/debris & bollards missing

Unfortunately I can't upload the photos. I live at 136 Rockingham Rd Kettering NN16 9AG. directly outside my house is the ramp to the on road cycle lane. the bollards that protect the access ramp have been knocked down and not replaced meaning that a kerb sticks out into the road causing a potential hazard to traffic and cyclists. Also the access ramp is full of silt, leaves and debris making it invisible.
