Public footpath closed off for months now

This official public footpath next to the Compass Public House has been closed off for months. A chimney on the Compass was reported as unsafe and the footpath was closed quickly. However there has been NO progress since then and the pub owners have taken no action to remedy the chimney which remains unsafe. Besides endangering anyone on the footpath it could just as easily fall into the road. Surely there should be some legal compulsion to make it safe ?
